International Trade Compliance Specialist

Job Description:

This position will be part of a team within the Legal Department that is responsible for creating and managing the company?s global import and export compliance structure and activities. This position will act as a subject matter expert for all import and export trade compliance matters for the organization. The selected person will be accountable for all customs and export-related operations, and compliance with all import-export laws, provide strategic advice to the company on trade matters (both operations, tactical, and strategic), and orchestrate a global export-import compliance program. The selected candidate for this role must have strong regulatory knowledge, and previous experience supporting regulatory compliance operations. The ideal candidate will have a strong working knowledge in the key areas of Customs Compliance, including tariff classification, country of origin determinations, and principles of Customs Valuation. You will work with internal stakeholders and build key relationships with appropriate government regulatory agencies as you facilitate compliance with the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), the Arms Export Control Act (AECA), the Export Controls Act (ECA), US Foreign Corrupt Practices Act (FCPA), US Customs regulations and other relevant local, federal, and foreign customs regulations.The International Trade Compliance Specialist reports to the Sr. Director of Legal and is part of a small close team. Most of this job deals with respect to exports from the US and imports into the US and other countries globally.Serve as key subject matter expert (?SME?) for the company in terms of export and import regulations, compliance, classification, export licensing, and all other trade compliance-related functionsDevelop, implement, and enforce a comprehensive global Trade Compliance Program (both imports and exports) for the company to include:

  • Policies, processes, Customs Compliance guidelines, and standard operating procedures as these relate to all import and export activities across the organization and with 3rd party providersCoordinate country-specific import requirements in multiple countriesOversight and coordinates international sanctions compliance
    • Develop and provide trade compliance as well as Import/export compliance training for company personnel
      • Creation, rollout, and enforcement of internal and external audits to improve trade practices and monitor compliance to policies
        • Manage Customs/import compliance programadvise internal business units on all import /export and compliance-related issuesEssential Functions:Extensive knowledge and SME in all related import and export regulations including, but not limited to: U.S. Customs Regulations; Export Administration Regulations; Office of Foreign Assets Controls Regulations; Foreign Trade Regulations;Develops and maintains Customs-related programs to enhance existing processesSupports import, export, and related entry filing processes and analyzes processes for solutions to gain operating efficienciesAssists with post-entry review and audit processes across various Customs programsManage the preparation and submission of Voluntary Tenders and Protests to US CBPDetermine accurate tariff classification and value for U.S. Customs and Border Protection (CBP) entry and entry summaryFacilitate Denied/Restricted Party Screening (RPS) through various watch lists maintained by multiple U.S. government and international agenciesReview and approve SLIs (Shipping Letters of Instruction) RequestsManage the process of implementing a corporate database for product classification for RibbonMaintains awareness of international activity, trends, upcoming changes to regulations affecting import and export operations, international trade environment, etc.Monitor regulatory and legislative changes and maintain Import/Export Procedures Manual. Communicate the changes internally as well as change processes to comply with updated regulations and lawsResponsible for and overseeing assignment of ECCN determinations and Export License determinations/ license application processReview and approve related documentation for imported/exported goodsResponsible for and overseeing applicability of Canada-United States-Mexico Agreement and other applicable Free Trade Agreements based on applicable Rules of Origin and prepares documentation and validates Country of Origin and valuation detailMaintains and indexes import and export-related files, processing all incoming and outgoing agency-related correspondence and other noticesProduce import documentation including but not limited to Certificates of Origin, Manufacturer?s Affidavits, Free Trade Agreement Certifications, US Goods Returning CertificationsMaintains appropriate documentation to substantiate origin determinationsPerform internal and external divisional audits of both import and export processes and transactions while using judgment and discretion, to make independent decisions on the best of action to close the gapsResponsible for trade compliance content and expertise throughout the company contributes to the development and implementation of new tools, processes, and business capabilities.Act to understand customer (internal and external) needs in non-standard and complex situations.Maintain record keeping management and maintenance of database for import and export regulatory complianceKey Qualifications and EducationBachelor's Degree from an accredited institutionExperience Required: 7+ yearsCustoms Certification or Customs Broker License preferredComprehensive knowledge of and experience with the U.S. CBP Regulations/ HTS Tariff, Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), economic and trade sanctions programsStrong analytical and problem-solving experienceAbility to independently develop, lead, and drive projectsExcellent organization and project management skillsAbility to work well both in a team environment and independently, with little supervisionExceptional oral and written communication, presentation, and interpersonal skills enable communication with professionals and employees at all levels within the organizationDemonstrated ability to deliver novel and practical solutions to solve complex compliance/international logistics issuesProficient in Microsoft Excel, PowerPoint, WordExperience in the use of Oracle ERP system desirableExcellent interpersonal skills and proven ability to interact effectively with all levelsExperience with database, pivot tables, and V-Lookup is desirable
